ICCTA Certificate of Merit

2005 Recipient

Franklin F. Walker
Former trustee
Highland Community College

Frank Walker has truly been the touchstone of the Highland Community College Board of Trustees.

As board chair for half of his 27 years as a trustee, Walker presided over a successful tax referendum and the selection of three Highland presidents.

He also introduced the concepts of Servant Leadership and Policy Governance to Highland trustees, making the board a leader in policy development.

In addition, he was one of the first trustees to embrace the Illinois Community College Board's Leadership and Core Values Initiative.
