Michael S. Monaghan became the Trustees Association's
new executive director on January 1, 2005.
He had previously served as ICCTA’s director of government relations since 1989,
succeeding Dr. Gary W. Davis, who retired on December 31, 2004, after 18 years of distinguished service.

"Mike’s intimate knowledge of the Illinois political scene, combined with his long familiarity with the state’s
community college system and trustees, will serve us well during a time of transition within the Illinois higher
education system."
As the leader of one of the nation’s premier trustee associations, Monaghan is calling upon his 30 years of
experience in higher education and the legislative arena.
"I am deeply honored to have been selected to be the next executive director of ICCTA," said Monaghan.
"I hope to continue the successful traditions of the Trustees Association while adapting the organization
to new opportunities and challenges ahead."
Monaghan’s past responsibilities with ICCTA have included developing a statewide legislative advocacy program,
serving as assistant to the executive director, and staffing association committees and initiatives. In 1998
Monaghan received the Illinois Society of Association Executives’ Government Relations Award for his successful
efforts to establish a state health insurance program for community college retirees.
Prior to joining ICCTA, Monaghan was the principal staff to the Illinois Senate’s Higher Education Committee and
a budget analyst for higher education agencies for the Senate Appropriations Committee from 1979 to 1989.
From 1974 to 1979 he served in the research department of the Office of the Secretary of State.
Monaghan holds an associate of arts degree from Lincoln Land Community College, a bachelor’s degree in political
science from Bradley University, and a master’s degree in legal studies and administrative law from the University
of Illinois at Springfield. He lives in Springfield with his wife Susan and their children Emily, Matthew and Teresa.
