from ICCTA vice president David Harby, ICCTA
Government Relations Committee chair Jim Ayers, and ICCTA president Barbara Oilschlager. |
He has served on many House committees affecting education, including Higher Education,
Elementary and Secondary Education, and Education Appropriations. During committee hearings,

As a result, he quickly earned a reputation as the statewide voice of
community colleges in the General Assembly.
Rep. Black has sponsored hundreds of bills affecting community colleges, from "shell" bills
dealing with technical changes to critically important legislation involving ethics, local
board control, funding formulas, academic issues, the Open Meetings Act, and capital appropriations issues.
Rep. Black currently serves in the House as Assistant Minority Leader. He will retire at the end
of the 96th General Assembly in January 2011.
