PASS BILLS THAT:
1. Provide full and equitable FY 02 funding for community college operations and capital
needs
2. Expand the Illinois Incentive for Access grant to the second year. Continue improving
Illinois Student Assistance Commission funding that results in more and increased
scholarships for community college students
3. Establish a new capital construction program for higher education*
4. Establish a new grant program for increasing full-time faculty*
5. Establish a new grant program for medical insurance for community college personnel*
6. Support growth and new funding level of adult education programs*
7. Continue full funding of Veterans Grants and National Guard programs
8. Establish $1,000 Career Scholarships for one-time to students seeking certification in an
occupational program
9. Pass Freedom of Information Act improvements for the community college system
10. Recognize 100% of community college footage by the Illinois Board of Higher Education
for calculating repair and renovation grants funding
11. Protect local governance of community colleges
12. Provide community colleges (and other public degree granting institutions) with
recognition on the GED diploma; current law permits recognition on certificates in Cook
County only
13. Provide funding for the community college foundations matching grants program
14. Expand the equity tax to both equalization and non-equalization colleges that have local
tax rates below the statewide average
15. Improve community college retirees health insurance program
16. Improve articulation with high schools and universities
17. Establish a base property tax rate for all community college districts subject to backdoor
referendum and limiting criteria
18. Provide state funds to replace local lost revenues owing to property tax caps
19. Protect against unfavorable changes in professional practice acts or "Sunset Acts" that
will be renewed this year
20. Join other organizations to exempt schools from utility taxes and other local taxes
21. Reduce the community college treasurers' bond to the same rate as common schools'
treasurers' bond
22. Correct Southwestern Illinois College (formerly Belleville Area College) redistricting and
elections process problems caused by the change in the election schedule
23. Support permanent extension of the "30 and out" provision for State Universities
Retirement System participants
OPPOSE BILLS THAT:
1. Erode or restrict management rights in collective bargaining, including:
A. Restricting use of part-time faculty
B. Providing seniority rights for support personnel
C. Others
2. Place unfunded state mandates on local governments
3. Change trustee terms from 6 to 4 years
4. Mandate pro-rated part-time benefits for part-time employees
5. Require colleges to check for immunizations before enrolling students
6. Remove the "non-voting" designation for student board members
7. Erode local board control
8. Reduce local revenue sources
9. Dilute scholarship awards to community college students
10. Restrict access to levy authority
11. Create fees for continuing education courses at community colleges
