David W. Harby

David W. Harby has been elected president of the
Illinois Community College Trustees Association. As president, he also will serve as chair of ICCTA's
Executive Committee. His one-year term began on July 1, 2010.
Harby has served ICCTA in many capacities over the years. As chair of the East Central Region, he arranged for former
Governor Jim Edgar to address the regional meeting held at DACC in April 2009. He has served on ICCTA's Executive Committee,
Public Relations Committee, and Governmental Relations Committee.

Harby actively participates in lobbying activities on behalf of the Illinois
community college system in both Springfield and Washington, D.C. Most recently, he served as ICCTA vice president
during 2009-2010, preparing for his role as president of the statewide organization.
Elected to the Danville Area Community College Board of Trustees in 1999, he served as vice chair in 2005.
He is a visible presence at most college events and has volunteered at the NJCAA Men’s Division II National
Basketball Tournament (hosted by DACC) since 2000. His company has been a valuable sponsor of both the National Basketball Tournament
and the annual SCRABBLE Tournament to benefit the Adult Literacy program at DACC.
A lifelong resident of Vermilion County, Harby is a 1972 Catlin High School graduate. He earned his associate degree at DACC in 1974. In 1976 he earned his
bachelor of science degree in business administration, concentrating in insurance and finance, from Illinois State
University.
Harby has been a Country Financial Representative since 1977. Since entering the financial services field, he has
earned a Certified Financial Planners license as well as the designations of Chartered Life Underwriter and
Chartered Financial Consultant. He is one of only five Country Financial Representatives inducted
into the Country Financial Hall of Fame in 2010. He also has received the National Quality Award from the National
Association of Insurance and Financial Advisors on 13 different occasions. Additionally, he has been recognized
with a Country Financial Master Agent Award four times, and has received the Country Financial Agency Leader
Award numerous times.
Through the years, Harby has been very active in the community. Currently serving on the Catlin United Methodist
Church Administrative Council as lay leader, he was chairperson of the rebuilding committee when the sanctuary
was destroyed by fire. He has been the national committeeman for the National Association of Insurance and
Financial Advisors local board and has served on the state board. In 1984 he was elected to the Vermilion County
Board and was re-elected in 1988. He is a past president of the local Big Brothers/Big Sisters, and while serving
as a big brother to three boys he was named a regional Big Brother of the Year in 1984. For over four years he served
on the Mental Health 708 Board. He has been active in the local United Way, serving in several board capacities.
For three years he visited junior high schools serving as a volunteer for the Character Counts program.
He currently serves as President of the Catlin School District Foundation.
Harby and his family live on a farm that has been in the family since the 1840’s. Harby also manages the farm, which is
operated by his nephew.
